found advisable in the course of the past year to transfer them to the Harbor Master's office, and it was for this purpose that officer was appointed Principal Officer of Customs.
Additional work was thus imposed on the Harbor Master's department and it was necessary to provide for additional remuneration. It was also remarked that most if not all of the aforesaid duties had been previously performed without charge while the Colonial Revenue was put to great expense under these circumstances.
Under the present circumstances the present ordinance was framed and passed, the amount being regulated as much as possible (considering the circumstances of the Colony) by the amounts allowed to be charged by Consuls.
